The General Declaration of

The Coalition for Liberal Democratic Iraq 

Today as the oppression period has ended, and the county is back to its people, where those who were forced to leave the country are back from overseas, and when Iraq started its first step towards democracy, it is time to establish new policies built on the foundation of new concepts aiming at the progress of individuals and development of the society towards a really free prosperous unified Iraq.   

The citizen is the base of sovereignty and the source of power, the government is responsible to him as he chooses it, judges its conduct and authorizes it to carry out its duties. The role of the government is to serve the citizen, the society and the country. Its first duty is to save freedoms and to offer care and services and to maintain security. The citizen chooses through periodical elections the judicial and executive sectors of the government on the district, governorate and regional level and on the whole country level and watches its conduct and assesses it.

Our coalition considers that the true democracy is the only way for the individual and the society to develop and prosper after decades of oppression and tyranny.

The true democracy is the one built on the basis of "Constitutionalism", "Rule of Law" and "separation of authorities". "Constitutionalism" is to accept the constitution to be the only reference, judge and safe haven in political activities. According to its values and provisions differences shall be resolved and laws are promulgated. This ultimate importance shall place a heavy burden on the citizen's shoulders through the next phase when Iraqis shall prepare the draft constitution until the day of approving this in a general ballot. Our coalition emphasizes on the necessity to realize this responsibility and adopting it.

The "Rule of Law" means that the laws are issued to serve the general public, not to favor any individual, minority or majority, And to be applied upon all without any discrimination. Our coalition emphasizes on the importance of understanding the concept of the principles of the constitution, the rule of the law and the separation between the three authorities to ensure the right application.      

The Democracy contains in its self mechanisms for ensuring control and balance. The legislative authority watches the administrative authority and its conduct of duties while the judicial authority follows the legislative authority to ensure that it is not exceeding its limits, and so on. But the supreme monitor on the good conduct of the all government shall be the citizen. Elections shall be the basic tool for the citizen to practice his control. But this control shall not end with attending the elections, but will continue as the citizen shall follow the conduct of his government and shall hold the initiative in all fields. NGOs, parties and other associations established by the people with their own initiative shall constitute what is known as the "Civil Society".

Our coalition believes that the Iraqi citizen is not immature, and so there is no need for the government to interfere in every bit of his life. We call for the development of the civil society organizations to enable Iraqis to bring to life their desires and to direct the government to bear its responsibilities in offering care and concern to those who need it. We want to build mutual trust between the citizen and the government.

As the government duty is to serve the citizen, it will do that better by being nearer to the citizen. Here comes the importance of "non-central government" where every region established of few governorates shall have a government taking care of its population. This government shall have the authority to manage many of the population's matters without referring back to the central government according to laws. The government of the governorate and smaller entities shall do the same relative to the regions. The Federal system shall represent the non-central government system. Our coalition considers the federalism to be the best foundation for building New Iraq. We call for a new non-central system that will strengthen the unity of Iraq by developing the human rights in it.

We believe that the individual has undisputable, indivisible rights. These rights are established by international agreements and witnessed on by all civilizations. The first of these rights is the right in life, integrity and relative not absolute freedom as the freedom of the individual shall end where the limits of freedom of others are. The freedom is represented by freedom of belief, expression, meeting, travel, and freedom of being different which ensures the diversity in Iraq. Our coalition considers the human rights as the foundation for building the country and calls for accepting the "citizenship" or belonging to Iraq, regardless of the ethnic, religious, racial, language, professional or geographical background, as the basic bond to tie Iraqis.

We believe that the individual has the right to live away from any unnecessary interference of the state or the society. We want to build a society that can offer the individual the chance to realize his ambitions and develop his abilities and establish his successes. The country where people can build their futures in freedom shall be stronger, richer, happier and more prosperous. 

Our Objectives:

1.     C.L.D.I. is working to contain, unify and organize political groups, parties and personalities to make the required change in Iraq to establish a diversified, democratic and parliamentary system that respects human rights under the framework of a constitution and the rule of the law and independence of the judicial system. 

2.     C.L.D.I. is working to build future democratic Iraq through constitutional traditions by coexisting of all, having the ballot as the judge of the legitimacy of any government or system under free, honest, direct and secret voting on a basis of one vote for every citizen. Our work is based on diversity of opinions and views, the respect of the minority for the rights of the majority and the duty of the majority to protect and maintain the rights of the minority and its rights to express its views in accordance with the approved constitution.  

3.     C.L.D.I. confirms the importance of providing the requirements for settling back all the refugees, deported and the dislocated during the tyrant's regime and to offer back the nationality to those who were deprived of it by issuing new laws for nationality and normalization. C.L.D.I. endeavors to ensure the right compensation and fast care for those refugees, deported and the dislocated. 

4.     C.L.D.I. is calling for the issue of laws and regulations and establishing the necessary arrangements for the compensation of those who were ill-treated by the tyrant's regime as to relief some of their sufferings. 

5.     C.L.D.I. works actively and firmly on bringing to justice the thugs and criminals of the tyrant's regime who abused and tortured the Iraqi people and stole their wealth and to penalize them and stop them from controlling Iraq's economy and future by continuing the campaign of debaathification. 

6.     C.L.D.I. works hard to revise and fix all laws and regulations that disagree with human rights. 

7.     C.L.D.I. supports the elected government and the concerned authorities in fighting all kinds of terrorism. We hope to make Iraq as a main factor for stability in the region and the world. 

8.     C.L.D.I. works hard in monitoring and dealing with the corruption that spread out in Iraq in all central and local levels. This corruption was due to the wrong build up of these systems, keeping away professionals, loss of constitutional and official monitory control and auditing and absence of transparency required for the correct conduct of government duties. We support the civil society organizations in taking the effective role in this field. 

9.     C.L.D.I. believes in the significance of solving the chronic economical problems and difficulties left by the tyrant's regime which extend to affect all fields of Iraqi economy by adopting a policy of frankness with the people while curing these problems. We believe in supporting and encouraging the private sector to play a major role in overcoming these economical problems without dragging the state in non-feasible projects or in competing with the private sector. The role of the state should be limited to supporting and encouraging investments and to extending the ownership of the existing industrial projects towards independence in management and to accept competition in a free market. 

10. C.L.D.I. works to allow Iraqi educated and skilled people to get their normal positions in all aspects and to give them the chance to play their true role in life and society. 

11. C.L.D.I. looks to the mother and to the child and young as the actual future of Iraq and tries to offer them all necessary concern, care and best environment to grow. 

12. C.L.D.I. believes in the importance of protecting the environment. Pollution is like poverty and diseases that hold back freedom as the unjust regulations and imprisonment do. 

13. C.L.D.I. works hard to provide the basic requirements that the individual needs to decide and choose his future such as security, proper services, appropriate education, suitable social security and good medical care. We want to see freedom, justice and prosperity to every individual.  

14. This is how C.L.D.I. wants to contribute to the establishment of proper political life based on new and life concepts such as: democracy, constitutionalism, rule of the law, peaceful transfer of authority, separation of authorities, control and balance, civil society, state of care, federalism, human rights, freedom, diversity, citizenship. C.L.D.I. plans to be the right alternative for building new Iraq. 

We want to materialize our faith in a society where people feel more free and the government practices its authority in justice and where trust can be built between the people and the government.

We demonstrate, through this declaration, that we admit our responsibility towards the Iraqi individual, people and the future generations and the protection of our precious environment and the big world. Protecting life and environment is not a lavish thinking but is part of our present and future policy.

Who are WE?

We are a group of individuals and entities that adopt concepts of Democracy and Liberalism and struggle hard to educate extend this education and practice among all, to build a civil society based on the rule of law, human rights and constitutional standards.
